When mistress Sarah caught her landlady using dubious means to evict her and she was not going to let it happen. She had never defaulted but she heard that her landlady had gotten a better paying client and wanted to evict her. So she punished the landlady by whipping her and making sure that she learned never to push out a tenant who had no issues with her. The painful whips taught her a lesson.
